While P2P/torrent traffic isn't blocked in any location, it's advised to use it only in the following locations: Canada - Toronto, Sweden, Netherlands, Finland, Switzerland, France, Romania. 

In all these locations combined, there are over 28 gigabit servers, so bandwidth simply can't be an issue and latency doesn't matter for P2P traffic.
